Bhai Paramjit Singh Mand
ਭਾਈ ਪਰਮਜੀਤ ਸਿੰਘ ਮੰਡ
Working president of Dal Khalsa. Spokesman for its case for Sikh self-determination and for jathedars free of SGPC control; signed the 29 April 2026 Khalistan policy document.
Bhai Paramjit Singh Mand is the working president of Dal Khalsa, called acting president in some reports. He has held that post since at least April 2024 and is the organisation's most frequent public voice; the president is Harpal Singh Cheema. Sikh Siyasat's archive lists him as head of Sikh Youth of Punjab, Dal Khalsa's youth wing, in 2018 and 2019, and the Tribune called him Dal Khalsa spokesperson in July 2024.
Dal Khalsa's stand on elections. On 30 April 2024 Mand released the organisation's policy of staying out of the Lok Sabha polls, signed by its 15-member executive committee led by Cheema. It says that elections cannot be a substitute for the right to self-determination, that the solution of the Punjab dispute "lies in plebiscite under the UN and not elections under Indian dispensation", that Dal Khalsa is not against democracy, and that it wishes success to those contesting on a Khalistan platform. Quebec and Scotland are cited as examples of a self-determination vote.
Key moments
- 18 April 2025: he told the Tribune that jathedars "are being appointed and removed at the whims and fancies of the political masters" controlling the SGPC. Dal Khalsa gave SGPC president Harjinder Singh Dhami a written blueprint on appointing and removing Takht jathedars, holding that the Akal Takht Jathedar should be independent of political and administrative bindings.
- 5 July 2025: he asked the SGPC to install portraits of Bhai Gajinder Singh and Bhai Hardeep Singh Nijjar in the Central Sikh Museum, noting that the Akal Takht had already directed it. On 10 October 2026 Gajinder Singh's portrait was installed, and Mand was among those present.
- 26 January 2026: near Gurdwara Santokhsar Sahib in Amritsar he read a joint declaration for Dal Khalsa, the Bhai Jagtar Singh Hawara Committee, the Panch Pardhani Jatha and Shiromani Akali Dal (Amritsar) on the 40th anniversary of the 1986 Sarbat Khalsa. It promised a framework for convening Sarbat Khalsa and a joint policy document.
- 1 April 2026: he urged the Akal Takht to build consensus on the Punjab government's plan to amend the Jagat Jot Guru Granth Sahib Satkar Act, 2008, and announced a seminar at Rayya on the supremacy of Shabad Guru.
- 29 April 2026: he signed for Dal Khalsa the joint policy document "Khalistan: Vision, Legacy, and Future", released at Sri Akal Takht Sahib on the 40th anniversary of the 1986 Khalistan Declaration, with Bhai Daljit Singh, Bhai Narain Singh Chaura, Bhai Mahavir Singh and Simranjit Singh Mann. It lists 14 policy directions.
- 30 May 2026: he announced a march on 5 June and an Amritsar bandh on 6 June for the 42nd anniversary of Operation Blue Star.
- 14 July 2026: after reports that the United States would seek the extradition of Lawrence Bishnoi, he said the unsealed US indictment over the killing of Hardeep Singh Nijjar "validates" Dal Khalsa's position and argued that Bishnoi's network could not have grown without protection, facilitation or patronage from sections of the "deep state".
- 23 July 2026: speaking on the film Satluj, he argued that screening films inside gurdwaras violates Sikh Maryada and that Jaswant Singh Khalra should be remembered as a principled leader who stood for Sikh sovereignty, not only as a victim of state repression.
The Tribune has called Dal Khalsa a "radical outfit"; Sikh Siyasat describes it as a pro-freedom Sikh group. It holds announced press conferences and public seminars, and mainstream papers carry its statements.
Known for: putting Dal Khalsa's name to the joint Panthic declarations of 2026, and arguing in public for self-determination and an Akal Takht free of political control.
