Garg Commission

Organisation

One-man inquiry set up by Haryana in March 2011 under Justice T. P. Garg into the killing of Sikhs at Hondh-Chillar, later widened to Gurgaon and Pataudi. It recommended compensation.

What it is: The Garg Commission was a one-member commission of inquiry set up by the Haryana government under Justice T. P. Garg, a retired High Court judge. The Tribune reported that Chief Minister Bhupinder Singh Hooda announced it on 5 March 2011, to inquire into the killing of Sikhs in November 1984 at Hondh-Chillar village in Rewari district and the damage to their property, with a six-month limit and headquarters at Hisar. The Tribune's 2011 report spoke of over 20 Sikhs killed there; the Indian Express puts the dead at 32.

How its remit grew: In April 2012 the Punjab and Haryana High Court ruled that the commission's reference should be widened to take in claims from Gurgaon district, including Pataudi. The state decided on 12 December 2012 to include Pataudi and Gurgaon and told the court on 18 December. It did not reopen cases the Nanavati Commission had already examined.

Its reports

Reaction: After the 2015 report, the president of the All India Sikh Students Federation, Karnail Singh Peermohammed, said the families wanted the killers identified and prosecuted and that the commission seemed to have left that out. Dal Khalsa's spokesperson, Kanwar Pal Singh, said "Compensation sans justice means nothing". The Akal Takht Jathedar, Giani Gurbachan Singh, said compensation alone was not enough and that those who conspired to kill Sikhs should be traced and punished.

Key moments

Where it stands: Its reports led to compensation 32 years after the killings, but the 2016 report has not been made public and, in the Sikh bodies' account, left out the question of who killed the victims.
