Canada and India reset ties as Carney visits Delhi, with Nijjar unmentioned

Feb 27-Mar 2, 2026 · Morcha & the Long Reach

Eight months after agreeing to restore envoys, Carney and Modi launched trade talks in Delhi. Sikh groups in Canada said accountability for Nijjar's killing and threats to Sikhs had been left aside.

Who: Canadian Prime Minister Mark Carney and Indian Prime Minister Narendra Modi, with Sikh organisations in Canada, among them the World Sikh Organization of Canada and Moninder Singh of the Sikh Federation of Canada, as the main critics of the reset.

What: Relations had collapsed after the killing of Hardeep Singh Nijjar in Surrey on June 18, 2023. On October 14, 2024 Canada expelled six Indian diplomats, including the High Commissioner, after the RCMP said Indian government agents were behind homicides and extortion in Canada. India expelled six Canadian diplomats and rejected the allegations. Carney and Modi met at the G7 summit in Kananaskis on June 17, 2025 and agreed to restore High Commissioners and restart trade talks. On February 26, 2026 unnamed Canadian officials told reporters they were confident the activity was not continuing. Carney then visited India from February 27 to March 2. The joint statement of March 2 launched formal negotiations on a trade agreement, aiming to conclude by the end of 2026, and set a shared aspiration of CAD 70 billion in bilateral trade by 2030. It listed agreements on critical minerals, clean energy and a CAD 2.6 billion uranium supply deal, and welcomed new security and law-enforcement liaison mechanisms. It did not mention transnational repression or Nijjar.

Where: New Delhi, with the Sikh response centred in Canada.

Why it mattered: Four Indian nationals face murder charges for Nijjar's killing in British Columbia, but in February 2026 Canada's Attorney General went to the Federal Court under the Canada Evidence Act to shield sensitive information in the case. In the same month Moninder Singh received a police warning of an imminent threat of assassination against him, his wife and two children. He said it was deeply disturbing that Canada had normalised relations so quickly without anything changing. Canadian police have not said who was behind the threat. On May 25, 2026, as Indian Commerce Minister Piyush Goyal led a delegation of more than 100 business representatives to Canada, the World Sikh Organization called trade talks without Indian accountability appeasement. India has denied all the allegations.
