Documentary filmmaker and human rights activist, secretary-general of the South Asia Forum for Human Rights, who wrote the introduction to Reduced to Ashes and helped found the CIIP.
Tapan Bose (Tapan Kumar Bose) was a documentary filmmaker and human rights activist. As secretary-general of the South Asia Forum for Human Rights (SAFHR) he wrote the introduction to Reduced to Ashes, the 2003 report on disappearances and secret cremations in Punjab. Dawn says he was born in 1946, began as a journalist and turned to documentary filmmaking under the mentorship of S. Sukhdev. ThePrint, in a PTI report, says he began his activism during the Emergency and was a fearless advocate against human rights violations in Punjab and in Jammu and Kashmir. He died at his home in New Delhi on 30 January 2025, aged 78.
His films: Dawn names An Indian Story (1981), on the blinding of undertrial prisoners in Bhagalpur, Beyond Genocide: Bhopal Gas Tragedy (1986) and Behind the Barricades: Punjab (1993), among others. Dawn also calls him a founding member of the South Asia Forum for Human Rights and says he brought devoted activists into the Pakistan-India People's Forum for Peace and Democracy.
Punjab and the report: In the report's acknowledgments the authors describe him as a founder member of the Committee for Information and Initiative on Punjab (CIIP), which they say has been leading human rights research in Punjab since 1988 and has sustained the litigation on the illegal cremations before the Supreme Court and the National Human Rights Commission. They add that SAFHR undertook to publish the report and to coordinate the follow-up to its release.
His introduction explains why another report on Punjab was needed. It says the silence of the graveyard in Punjab is not a reflection of peace, describes the move for an amnesty for police officers in 2001, and says the CBI's lists of cremations contained discrepancies. It says the National Human Rights Commission, six years after the matter reached it, had examined no single case of abuse and heard no single victim. It sets out SAFHR's goals for the report, among them to give the victims a voice and to create a national memory of mass atrocities based on verifiable records.
