Person
Lt Col Joginder Singh Mann
Retired army officer and Akali Dal politician, Speaker of the Punjab Vidhan Sabha from 1967 to 1969 and father of Simranjit Singh Mann.
Lt Col (retd) Joginder Singh Mann was an Akali Dal politician who served as Speaker of the Punjab Vidhan Sabha from 21 March 1967 to 13 March 1969. Wikipedia's list of the Assembly's Speakers gives his constituency as Sirhind and his party as the Akali Dal (Tara Singh), in the Fourth Assembly. Wikipedia's article on Simranjit Singh Mann names him as Simranjit's father.
The 1967 election produced the Punjab's first hung assembly: Congress won 48 of 104 seats and the Akali Dal (Sant Fateh Singh) 24, and a People's United Front government took office. Mann presided over the House through the coalition years that followed.
The no-confidence motion of 1968
- 6 March 1968: a motion of no confidence in the Speaker was admitted with the backing of 56 members. Congress and Janta members voted for admission. The motion said he had failed to maintain the dignity of the House and to enforce his orders.
- The next day the Leader of the Opposition, Gurnam Singh, argued that the motion was unconstitutional because Article 179(c) requires 14 days' notice to remove a Speaker. Mann agreed, ruled the motion invalid and adjourned the House for two months.
- His removal failed. The episode widened the split between the Punjab Janta Party and Congress, and led on to the collapse of the coalition government under Lachhman Singh Gill.
Not to be confused with two others of the same name: the Congress and later Aam Aadmi Party politician Joginder Singh Mann of Phagwara, born in 1946, and Baba Joginder Singh, the father of Sant Jarnail Singh Bhindranwale.
