Chaudhury Brahm Perkash

ਚੌਧਰੀ ਬ੍ਰਹਮ ਪ੍ਰਕਾਸ਼

Lok Sabha member; member of the Parliamentary Committee on the Demand for Punjabi Suba

Lok Sabha member of the 1965-66 Parliamentary Committee on the Demand for Punjabi Suba, who with Kumari Shanta Vasisht backed its report but pressed for a Delhi Suba and a larger Haryana.

Chaudhury Brahm Perkash was one of the Lok Sabha members of the 22-member Parliamentary Committee on the Demand for Punjabi Suba, chaired by Sardar Hukam Singh. The Committee's report, printed in 1966, lists him as number 4 on its roll of members.

He signed, with Kumari Shanta Vasisht, a joint note dated 17 March 1966 that runs from page 45 to page 49 of the report. The two members generally supported the report and congratulated the Committee on its "bold conclusions" on some of the ticklish problems of the region. They could not agree with paragraph 70, where the Committee refrained from giving an opinion on a Vishal Haryana Prant, made up of certain areas of Rajasthan, Uttar Pradesh, Delhi and the Haryana areas of the Punjab, or on merging the proposed Haryana State with Delhi.

What the note argued

  • The note says the Suba of Delhi was formed by Akbar and took in the sarkars of Delhi, Badaun, Kumaon, Sambhal, Saharanpur, Rewari, Hissar and Sirhind. It says the British broke up the region at four places as a punishment for the rising of 1857, and that it was now in the national interest to bring it together as a Greater Haryana, including areas of Delhi, Uttar Pradesh and Rajasthan.
  • It sets out the case for a larger Haryana that would take in Delhi. Delhi's population had grown from 4.13 lakh in 1911 to 26.44 lakh in 1961, more than five lakh displaced persons from West Pakistan had settled there after Partition, and the Master Plan for Delhi had called for an integrated plan for an area of 5,000 square miles around it, which the note says could not be carried out because it would have limited the jurisdiction of Punjab and Uttar Pradesh.
  • It says the Delhi Vidhan Sabha passed a resolution on 20 October 1953 asking for Delhi's boundaries to be enlarged, and that Delhi State Political Conferences endorsed or stressed the idea in 1954, 1959 and 1964.
  • The signatories urged the Government to settle the issue at once, whether the State was called Delhi, Vishal Haryana, Haryana or Yamuna Pradesh, and said the demand would grow and would not rest until it was achieved.
