Sant Fateh Singh ends second fast

Dec 27, 1966 · Punjabi Suba

Ended on assurances; Chandigarh still withheld

Who: Sant Fateh Singh (ending fast); negotiators Hukam Singh and Giani Gurmukh Singh Musafir (on behalf of Indira Gandhi).

What: Fateh Singh had threatened a new fast starting December 17, 1966 and self-immolation on December 27, to address what he viewed as incomplete Punjabi Suba settlement (Chandigarh status and Punjabi-speaking villages). On December 27, Fateh Singh ended the fast after receiving undertakings from Indira Gandhi's representatives about pending matters.

Where: Sri Akal Takht, Amritsar.

Why it mattered: Fateh Singh's 1966 fast-resolution accepted partial fulfillment of Akali demands in exchange for undertakings that subsequent developments would not fully honor. Historical assessment:

Long-term significance: Every major subsequent Sikh-state negotiation operated under the shadow of this pattern, partial settlement + deferred resolution + unfulfilled undertakings. The Punjabi Suba settlement's partiality trained the Akali political class to expect subsequent Indian-state commitments would similarly be partially honored.
