11 June 1951·Congress politician; Union Minister of State for Home Affairs, 1990 to 1991; later Union Minister for Food Processing and Tourism

Congress politician from Ranchi; Union Minister of State for Home Affairs in 1990 to 1991. Wikipedia reports he began secret 1991 talks with Kharku groups; we could not confirm this elsewhere.

Subodh Kant Sahay is a Congress politician from Ranchi, in what is now Jharkhand. For this record he matters as a Home Ministry minister during the worst years of the Punjab crisis and as the minister named in accounts of secret talks with Kharku groups in 1991. Most of what follows rests on Wikipedia, because the better sources we tried did not load; the 1991 talks in particular are reported there and we could not confirm them elsewhere.

Key moments

  • Born 11 June 1951 at Latehar, in what is now Jharkhand (Wikipedia). He was elected to the Lok Sabha from Ranchi in 1989. Wikipedia lists him as a Home Affairs minister in 1990 and, from November 1990 to June 1991, as Minister of State (Independent Charge) for Information and Broadcasting and Home Affairs.
  • 1991: Wikipedia's pages on the Bhindranwale Tiger Force of Khalistan and the Khalistan Liberation Force say that secret talks with Kharku groups took place in Ludhiana and that Sahay began them on Chandra Shekhar's orders. Wikipedia cites a 2007 report in The Hindu, which we could not open, for the claim that the effort was sabotaged; the sentences on the talks themselves carry no separate citation. No outside source we could open describes what was offered or how the talks ended, so this site holds the event as unverified.
  • 7 June 1991: Wikipedia's page on the Khalistan Liberation Force says several Kharku groups claimed a bomb attack on his convoy at Ludhiana, from which he escaped with minor wounds. It cites a Los Angeles Times report of 16 June 1991 that we could not open.
  • 2004 to 2014: he sits in the 14th and 15th Lok Sabha for Ranchi (ETV Bharat). In the Manmohan Singh governments he is Minister of State, then Cabinet Minister, for Food Processing Industries, and from January 2011 Minister of Tourism (Wikipedia).
  • 27 October 2012: he resigned as Tourism Minister ahead of a cabinet reshuffle. The Tribune reports that his name had come up in a controversy over a coal block allocated to a Jharkhand company where his brother was a director. He said the party was supreme and he would work for it.
  • 2019 and 2024: in March 2019 he said he would contest Ranchi again as the Congress candidate (ETV Bharat). In 2024 the Congress fielded his daughter Yashashwini Sahay there (ETV Bharat).

Remembered for: in Punjab history, for the reported 1991 attempt at talks, which is the main reason he appears here. How far it went, and what ended it, remain unestablished in the sources we could open.
