Sarwan Singh Pandher
ਸਰਵਣ ਸਿੰਘ ਪੰਧੇਰ
Punjab farm-union leader, general secretary of the Kisan Mazdoor Sangharsh Committee and convener of the Kisan Mazdoor Morcha, who led the Shambhu and Khanauri border morcha from 13 February 2024.
Sarwan Singh Pandher is a Punjab farm-union leader from the Majha region. The Tribune described him in 2022 as state general secretary of the Kisan Mazdoor Sangharsh Committee (KMSC), a union that the paper said had grown from a small Majha group to a presence in seven or eight districts. In 2024 and 2025 he was a leading voice of the Kisan Mazdoor Morcha (KMM), whose convener the Tribune calls him in 2026. KMM camped at the Punjab-Haryana border beside Jagjit Singh Dallewal's Samyukt Kisan Morcha (Non-Political). He is a living person; his own claims below are marked as his.
The Shambhu and Khanauri morcha: 13 February 2024 to 19 March 2025
- 13 February 2024: the farmers' march to Delhi is stopped at the Punjab-Haryana border and they stay. The highway at Shambhu stays blocked from that day until the police clear it, a little over thirteen months. Their demands include a legal guarantee of MSP, a farm loan waiver, pensions for farmers and farm labourers, no rise in electricity tariffs, withdrawal of police cases and justice for the Lakhimpur Kheri victims.
- 18 February 2024: a panel of three Union ministers meets the leaders. The farmers reject an offer to buy pulses, maize and cotton at MSP for five years. Pandher said in December 2024 that no talks had been held since.
- 21 February 2024: Shubhkaran Singh, 21, dies in clashes at the Khanauri point and Punjab Police register a murder case. Pandher says the agitation will continue.
- 1 December 2024: Pandher announces a march on foot to Delhi from 6 December and says the morcha has lasted 293 days.
- 19 March 2025: after a third round of talks with a central delegation in Chandigarh, Punjab Police under the AAP government clear Shambhu and Khanauri, with over 5,000 personnel deployed. Pandher is picked up at the Zirakpur barrier and Dallewal near Mohali. Punjab Finance Minister Harpal Singh Cheema says the action was needed for the state's economic growth.
- 28 March 2025: Pandher is released from Muktsar jail, nine days after he was detained on 19 March, and condemns the removal of the protest sites. The National Herald report of the release says "eight days of detention".
The morcha lasted a little over thirteen months at the border, through a summer, a winter and the death of a farmer. The reports cited here record no agreement on the MSP guarantee; the morcha ended when the police cleared the sites.
The 2026 power campaign. On 30 June 2026 KMM held dharnas against PSPCL, the state power utility, during paddy transplanting. Pandher's claims: farm feeders were getting only 2.5 to 4 hours a day instead of the promised eight, his complaints brought no action, and he would call a chakka jam if the government kept suppressing farmers. Farmers heading to Chief Minister Bhagwant Mann's Lok Milni at Moga were detained. PSPCL's chairman, Dr Basant Garg, said on 3 July that between 27 and 30 June some feeders had received six to seven hours instead of eight, blamed a heat wave and a strike at thermal plants, and said feeders then got up to 20 hours. On 14 July Power Minister Tarunpreet Singh Sond said PSPCL had met a record demand of 17,328 MW without power cuts and farmers were getting more than eight hours.
