UN Human Rights Council (UNHRC)

Organisation

Geneva-based UN body of 47 states, created in 2006. Sikh groups have taken 1984 and detainees such as Jagtar Singh Johal to the UN system in Geneva.

What it is: The Human Rights Council is the UN's main intergovernmental human rights body, based in Geneva. Wikipedia records that the General Assembly created it on 15 March 2006 to replace the Commission on Human Rights. It has 47 members elected by the Assembly for staggered three-year terms, and no member may hold a seat for more than two consecutive terms. Seats are shared by region: Africa 13, Asia-Pacific 13, Eastern Europe 6, Latin America and the Caribbean 8, Western Europe and Others 7. It holds three regular sessions a year, in March, June and September, and a special session can be called at the request of one third of its members. Wikipedia lists India as a member for 2026 to 2028.

Its part in this history: Sikh groups have gone to the UN in Geneva over November 1984 and over individual detainees.

Key moments

Where it stands: Wikipedia describes the Working Group as a Council special procedure of five independent experts, with no power to enforce its opinions, and says its opinions are described both as legally binding where they rest on binding international law and as not binding on states. None of the sources opened records the Council itself recognising November 1984 as genocide; that is an absence in what we read, not a finding.
