Canadian Race Relations Foundation (CRRF)

Federal anti-racism foundation created from the Japanese Canadian redress agreement. It funded the World Sikh Organization of Canada's April 2026 report on anti-Sikh hate.
The Canadian Race Relations Foundation (CRRF) is a Toronto-based foundation set up by Parliament as part of the Japanese Canadian Redress Agreement of 1988. The Canadian Race Relations Foundation Act received royal assent on 1 February 1991 and was proclaimed on 28 October 1996, and the foundation opened in November 1997, according to Wikipedia. The Japanese Canadian community's negotiators secured 12 million Canadian dollars, matched by the federal government, for a 24 million dollar endowment.
What the law says: the Act says the foundation's purpose is to help develop, share and apply knowledge so as to contribute to the elimination of racism and all forms of racial discrimination in Canadian society. Its listed objects include research and data collection, acting as a clearing-house for information, race relations training and raising public awareness. The government appoints a chairperson and up to 11 other directors on the Minister's recommendation. Its head office is in Toronto. The foundation calls itself a Crown corporation, but the Act says it is not an agent of the Crown and that its staff are not part of the federal public administration.
Its part in this history: the CRRF funded Understanding and Addressing Anti-Sikh Hate in Canada, the World Sikh Organization of Canada's report. The WSO says it alone is responsible for the content, analysis, conclusions and recommendations. The report was released on 20 April 2026. It rests on a survey of over 1,600 Sikh Canadians, taken from 1 January to 1 March 2025, plus town halls across the country.
What the report found, as New Canadian Media summarised it
- 80% felt anti-Sikh hate had increased over the past five years.
- More than 70% of victims did not report incidents to the authorities.
- 54% reported hate linked to their political views, including support for Khalistan.
- 89% of French-speaking Sikhs in Quebec reported experiencing anti-Sikh hate, against 65% of non-French speakers.
The report calls itself the largest data collection on Canadian Sikhs to date. WSO President Danish Singh said the aim was to ask the community directly.
