Second farmers' morcha, Shambhu & Khanauri
ਸ਼ੰਭੂ ਅਤੇ ਖਨੌਰੀ 'ਤੇ ਦੂਜਾ ਕਿਸਾਨ ਮੋਰਚਾ
The morcha returns
Who: Farmers from Punjab and Haryana, with unions from Uttar Pradesh, Rajasthan and Madhya Pradesh, led by the Samyukta Kisan Morcha (non-political), the Kisan Mazdoor Morcha and the Kisan Mazdoor Sangharsh Committee. Al Jazeera put the number of unions at more than 200. Jagjit Singh Dallewal and Sarwan Singh Pandher were among the leaders. On the other side stood Haryana Police and the Union government.
What: On February 13, 2024 the "Dilli Chalo" march set out for the capital. Haryana Police stopped it at the Punjab border with concrete barricades, iron nails and barbed wire. At Shambhu they fired tear gas, and Al Jazeera's photo captions describe water cannon, drone-dropped shells and rubber bullets. At Khanauri, The Tribune reported that thousands of farmers with tractors had arrived by evening, with the tractor queue stretching over a kilometre and a half, and that internet services had been suspended there since the night before.
The farmers asked for a legal guarantee of the minimum support price at least 50 per cent above the cost of production, loan waivers, no privatisation of electricity, compensation for those who died in the 2020 to 2021 morcha, and action over the Lakhimpur Kheri killings. A government delegation held talks that Al Jazeera said produced no result. Newslaundry, citing hospital papers, reported that Shubhkaran Singh, 21, of Bathinda was "brought dead" at Patiala's Rajindra Hospital after farmers said police had fired at Khanauri, and that 46 injured farmers were admitted, 18 of them recorded as hit by "gunshots".
Where: The Shambhu and Khanauri border points (Khanauri is in Sangrur district) on the line between Punjab and Haryana.
Why it mattered: Al Jazeera described it as a continuation of the 2020 to 2021 morcha, after which the government repealed the farm laws but, the farmers say, left other promises unmet. The camps at Shambhu and Khanauri stayed. By November 2024 ThePrint reported farmers still camped there "since February 13", and quoted them saying the Centre had held no talks since February 18. In late November 2024 Dallewal began a fast-unto-death at Khanauri over the MSP guarantee. Down To Earth reports that he ended it on April 6, 2025, after the Union government agreed to talks.
