Bhai Wadhawa Singh Babbar

ਭਾਈ ਵਧਾਵਾ ਸਿੰਘ ਬੱਬਰ

Chief of Babbar Khalsa International, as named by India's Ministry of Home Affairs

Named by India's Home Ministry as the Pakistan-based chief of Babbar Khalsa International; the sources used here carry Indian government and prosecution allegations, not his own account.

Wadhawa Singh Babbar is the man India's government names as the head of Babbar Khalsa International (BKI), a Sikh organisation banned in India. The Tribune reported on 1 October 2026 that the Ministry of Home Affairs describes him as BKI's Pakistan-based chief and says the murder of the VHP leader Vikas Prabhakar at Nangal in Punjab was carried out by BKI operatives at his behest, in an attempt to create communal unrest. The National Investigation Agency registered a case on 9 May 2024 and has filed three chargesheets. On 1 October 2026 it arrested Harwinder Kumar, alias Sonu, after he was deported from the UAE, and says Kumar acted as logistics provider and financier for BKI operatives abroad. These are allegations by Indian agencies as reported, not court findings.

His name also came up in a 2009 case registered at Bhogpur near Jalandhar. The prosecution's account was that police had information that Jagtar Singh Tara and Wadhawa Singh Babbar were BKI members with ties to Pakistan's ISI. On 28 October 2025 a Jalandhar court acquitted Tara, calling it a case of no evidence and holding that the prosecution had not proved that Tara was a BKI member or that he had conspired with the other accused.

What the sources show

  • The Home Ministry names him as BKI's Pakistan-based chief (The Tribune, 1 October 2026).
  • The NIA case on the Prabhakar murder was registered on 9 May 2024, with three chargesheets so far and UAE-based accused arrested in August and October 2026.
  • A Jalandhar court found no evidence of BKI membership against Tara in the 2009 case in which his name was cited (The Tribune, 29 October 2025).

What is not established here: his birth, his path into the Babbar Khalsa, where he lives, and any account from him are not in the sources used. They carry only statements by the Indian government and prosecutors, and no source here records a court finding against him.
