Jugti Ram

ਜੁਗਤੀ ਰਾਮ

Assistant Sub-Inspector and duty officer, Kalyanpuri police station, Delhi (1984)

Delhi Police officer at Kalyanpuri station in November 1984. One account says he logged the Trilokpuri killings and was punished; another lists him with the SHO in a case. Neither gives the outcome.

Jugti Ram was a Delhi Police officer at Kalyanpuri police station, the station responsible for Trilokpuri, in November 1984. The records name him as an Assistant Sub-Inspector; the 1984 Sikh Archive, citing Manoj Mitta and H.S. Phoolka's When a Tree Shook Delhi (2007), calls him the station's duty officer. What has been published about him is thin, and the accounts read the same facts in different ways.

What the accounts say

  • The 1984 Sikh Archive, citing Mitta and Phoolka, says he sent a radio message to his superiors about the mass killing in Block 32, Trilokpuri, recorded it in his logbook and rescued Sikh women who had been taken to nearby Chilla village. It says he was suspended and had a case of criminal negligence filed against him as punishment for defying an order not to record the killings of Sikhs, while officers who followed that order were later promoted.
  • The documentation site carnage84.com says that once the carnage could no longer be hidden, the Additional Commissioner of Police suspended the SHO, Shoorveer Singh Tyagi, and registered a case under sections 217 and 221 of the Indian Penal Code and the Delhi Police Act against Tyagi, ASI Jugti Ram and Constable Driver Munshi Ram. It adds that FIR No. 425 of 2 November 1984, on the report of ACP R.D. Malhotra, charged Tyagi and other staff with dereliction of duty.
  • The Kusum Lata Mittal Committee found that the case against the SHO was not pursued with any real will, that sanction to prosecute was not obtained in time and that the trial court dismissed it on technical grounds. The published copy of its report does not name Jugti Ram.

Remembered for: being named in Sikh records of 1984 as one of the few police officers who put the Trilokpuri killings on the record. None of the pages opened gives the outcome of the case against him.
